Pedro Correia and João Bilhim publish a new paper in Sociologia, Problemas e Práticas
The role of ethics codes on the administration of the public health sector in Portugal from the perspective of leaders was the main theme of a new publication from CAPP researchers in the journal Sociologia, Problemas e Práticas.
In this new paper, Pedro Correia (CAPP/ISCSP), Ivone Ferreira (ISCSP) and João Bilhim (CAPP/ISCSP) describe the perspective of senior managers in the public health sector in Portugal on ethics management. The authors used content analysis in a series of interviews and on the legal framework on the subject, highlighting four main topics related to ethic codes: their importance in health institutions; their preparation and review; their dissemination and knowledge; and their role in the organizational environment.
The authors conclude that even though all interviewees unanimously agree on the importance of codes of ethics, most of them assume having not been sufficiently persistent, creative or dedicated to the prosecution of a better implementation and a greater cultural fostering of principles in codes of ethics among the workers that they are responsible for. In general, the interviewees acknowledged the existence of a deficit on the discussion of this theme in the context of organizations, while also presenting suggestions for improvement.
Pedro Miguel Alves Ribeiro Correia has a PhD in Social Science, specializing in Public Administration. He is a Professor at the Institute of Social and Political Sciences, Universidade de Lisboa. He is Vice-President and an integrated researcher at the Centre for Public Administration and Public Policies, while also a collaborator researcher at the Interdisciplinar Centre for Gender Studies. An advisor for the General-Directorate of Justice Policies of the Ministry of Justice, he also collaborates with the Research Group in Justice Administration from the University of Brasília. His work in the management of Human Resources was recognized with several awards in 2018.
João Abreu de Faria Bilhim was the founder of the Centre for Public Administration and Public Policies, where he is currently a researcher. He is a retired Professor at the Institute of Social and Political Sciences, Universidade de Lisboa, an institution he presided over from 2005 to 2012. He is the author of many publications, including papers in international journals in research in administration. In 2018, he was a guest editor for a special edition of Public Sciences & Policies, "From Government to Governance: The challenges of merit".
