The founder, former president and integrated researcher of CAPP, Professor João Bilhim, was invited by Canal Um Brasil for an interview with the theme “The State is no longer the main producer of public policies”.

João Bilhim, a central figure in the Portuguese administrative reform for the past 15 years, discusses the case of Portugal and the importance of the example of pedagogy. The integrated researcher states that "the State is just one player among many players, in some public policies it is still the main player, but in other public policies it may already be a more secondary actor in terms of production".

Given the relevance of this theme at Brazil, the newspaper O Estado de São Paulo released the interview entitled "Portuguese reform becomes a reference".
