Alexandra Costa

With a bachelor’s and a master’s degree in Anthropology, she is a research fellow and a PhD candidate in Public Administration (Health Administration) at ISCSP, Universidade de Lisboa. Her research focuses on public governance and the governance of health data, with an emphasis on institutional dimensions and governance arrangements in the context of the digital transformation of health care. She is particularly interested in applying qualitative methodologies to the analysis of public health policies. As part of her doctoral research, she participated in the first ENPA Doctoral Seminar, held during the Inaugural Conference of the European Network for Public Administration in Bucharest, Romania.

Andréia Soares

Andréia Melchiades Soares is a PhD student in Communication Sciences at ISCSP – Universidade de Lisboa. She develops research in public relations, strategic communication, sustainability, and organizational culture, with a focus on media framing and institutionalization of communication. Her thesis explores strategic communication and excellence in international organizations. She is a researcher at the Centre for Administration and Public Policy (CAPP) and an author of scientific articles published in international journals and of a book chapter on sustainability communication. 

Andressa Costa

Andressa Costa is a PhD student in Political Science at the Institute of Social and Political Sciences (ISCSP). Her research seeks to understand the role of anti-democratic mobilization on social media as part of the process of autocratization, with a focus on the activities of Bolsonarism in Brazil. Currently, she is a visiting professor at the São Paulo Fundação Escola de Sociologia e Política (FESPSP) and a researcher at Instituto Democracia em Xeque. She was a visiting researcher at the Weizenbaum Institut (Germany) and at the Universidad Complutense de Madrid (Spain). Andressa’s research interests include democracy, social media, and public opinion with an emphasis on political behavior and political communication.

Bernardo Motta

Economist. Bachelor’s degree in Economics from Universidade Federal do Rio de Janeiro (UFRJ), a Master’s degree in Innovation Economics from ISEG-ULisboa, and a PhD student in Public Administration and Public Policy at ISCSP-ULisboa. As a licensed partner at Finance Consultoria, Bernanrdo serves as an economist and financial consultant on projects for governments and multilateral organizations, with a focus on finance and public policy. His main areas of expertise and research include innovation, digital transformation, and the digital economy in the public sector, as well as public sector economics, public policy, and studies in science, technology, and innovation, and federalism.

Emmanuelle Maia de Souza

A PhD student in Sociology (OpenSoc), she develops research about citizenship and Roma/Gypsy women in the Algarve (Portugal). Emmanuelle holds a master’s degree in Social Anthropology from Universidade Federal do Rio Grande do Sul (UFRGS, Brazil), where she defended her dissertation on public participation in the development of cultural policies for dance in the state of Rio Grande do Sul. 

 

Fábio Anunciação

Fábio Anunciação is a PhD student in Communication Sciences at ISCSP-ULisboa, where he also obtained his master's degree in Sociology. He holds a bachelor’s degree in Communication Sciences, also from ISCSP-ULisboa. His research interests include sociodigital inequalities, digital capital, new media, and senior adults. He has collaborated on several research projects at CIEG and CAPP. Between 2022 and 2025, Fábio was involved in various research and public policy evaluation projects at IPPS-Iscte. He is an associate member of SOPCOM and a reviewer for the journal Comunicando. In 2019, he was awarded the ISCSP/CGD Academic Merit Award.

Flora Maravalhas

Flora Maravalhas is a PhD student in Public Administration and Public Policy at ISCSP-ULisboa, Research Assistant at CIES-ISCTE, and a member of the  Governance and Public Policy Research Group at CAPP. She has a bachelor's in Literature and a master's degree in Public Management, both from the University of Brasília. Her research focuses on the design and evaluation of public policies and cultural policies. Flora participated in the National Arts Plan, where she contributed to the design of the Social Impact Commitment of Cultural Organizations (CISOC).

 

Inês Francisca Oliveira

Inês Francisca Oliveira is an architect and a Ph.D. student in Anthropology at ISCSP, with a scholarship from FCT. She holds a master’s degree in Architecture from the University of Minho and a postgraduate degree from the University of Évora. Her research explores the relationships among landscape, memory, and ecofeminism, with a particular focus on art-based research. She has conducted research at the Laboratory of Landscapes, Heritage, and Territory (Lab2PT) and collaborated with The Hives Project on community-based artistic practices. Inês Francisca was awarded two excellence scholarships from the University of Minho and the Iberian Prize for Research in Traditional Architecture (7th edition) for her master’s dissertation “Percursos de Inês de Jesus: lugares-do-saber na paisagem”.

Isadora Gonçalves

Isadora Gonçalves is a Ph.D. student and holds a master’s degree in Political Science from ISCSP; she is an FCT fellow and a researcher affiliated with CAPP. Her research combines decolonial thought and epistemologies of the Global South to analyze the coloniality of power and the precarious working conditions of immigrants in Portugal under the “recibos verdes” system. In her dissertation, which was published as a book, she studied democracy and participation in the context of socio-environmental disasters. She worked at the Minas Gerais State Secretariat for Economic Development, Science, and Technology on projects related to innovation, public policy, and territorial development, and participated in Brazil in mapping areas at risk of environmental exposure.

Jorge da Cunha

PhD student in Communication Sciences (thesis submitted), with a master’s degree in Education Sciences and a bachelor’s degree in Anthropology. Over the past four years, he has been studying literary journalism, specifically the chronicles of Irene Lisboa (from the early decades of the Estado Novo), and has published two individual academic articles (in the journals Public Sciences & Policies, 9(1), 2023; Comunicação e Sociedade, 46, 2024, Q2/3) and, as a co-author, three more that have already been accepted and are awaiting publication in 2026 (journals Estudos em Comunicação, Q3; Orbis Litterarum, Q2; Journalism, Q1). In 2026, he founded and is a member of Alma Nova – Associação Irene Lisboa, located in Arruda dos Vinhos.

 

Matteo Vivi

Matteo Vivi is a Ph.D. student in Anthropology. In his thesis, he conducts an ethnographic study of men-only events in Portugal, analyzing the significance of homosocial bonds in the age of diversity. He is also interested in the construction of masculinity through sustainable consumption practices, such as electric vehicles and solar panels.

Before pursuing anthropology, he obtained a bachelor’s degree in Philosophy from the University of Bologna (Italy) and completed master’s degrees in Media Studies at Erasmus University Rotterdam (Netherlands) and in Science, Technology, and Society (STS) at the Technical University of Munich (Germany). He has conducted research at the University of Vienna and the Technical University of Munich.
